This is only valid for certain parts of town, but the two I saw that mentioned it in the listings were in Italian Village.

There are several tax abatements for new condo builds in downtown proper. There's some info on those here, though it's aimed more at developers:

There are also a lot of lenders that offer programs for first time buyers and the cash poor (like me!) I know Fifth Third has one called something like the "good neighbor" program and I know other places have them too.
