I think you are definitely right. In fact, I was given the work of two non-native English speakers to edit, and only one of them needed it. The other was a spectacular writer. And the one who needed editing, wasn't a bad writer, it's just that he didn't have the syntax/grammar to back up the kind of complex sentences he was attempting.
I also think you can learn a lot about the languages people speak, by the mistakes they make in others. For instance, I know I make mistakes in German that give away grammar rules of English. I don't know enough languages well enough to test my theory, but I like to think it's true.
