The article mentioned he was christening the town with watermelon juice. It then doesn't explain what that means at all, as if this is some famous story I was supposed to have learned in grade school. Weird weird weird!

Since they're playing up the amusement park aspect of this, perhaps they will rig up the statue so it randomly spits seeds. As tall as he is, he should be able to hit someone several blocks away I figure!
