My neighbor, who I hate? The one who lets his untrained, poorly behaved dogs roam the neighborhood? Well, I just freaked him out. And I know it's awful, and immature, but it gave me such glee.

I came home from work, and he and both dogs were coming around the side of the house. I stopped dead, and he saw me and called the dogs back. (Note: I don't think he would have done this if it weren't me. He knows how I feel about him.) So I went inside. Five minutes later, he is running all around my building, calling after one of the dogs, which, as is normal, he has lost. (I am 90% sure he doesn't even own leashes for them, which I think is as unsafe for the dogs as it is for my state of mind.) I was up here firing up the computer, safely hidden by my windowblinds. It went like this.

Him: Artemis! Arty! Artemis! Where are you?
Me (in a sing song voice): Leash. <--think a higher pitched "Candygram from SNL" to get the full effect
Him: Arty! Artemis!
Me: Leash!
Him (turning around): Hello?

At this point, I'm laughing really hard and trying to be quiet, because I'd never really intended for him to hear me. I scared the crap out of him, and he had no idea the voice was coming from the second story. Ha!

On another note, I called the Dog Warden to verify that in fact there is no leash law in Columbus. The nice woman who answered the phone explained that as long as he is out with the dogs and in control of them, they can't do anything, but to call them if (ie. when) he lets them out and doesn't follow. That is absolutely happening the next time he does that. I have confirmed that I'm not the only person who is bothered by this, and that people have called animal control before to no avail. My landlord even spoke to the owner of his building. It WILL stop!

what makes this long overdue is the apparent fact that he *realizes* you (and, perhaps, others) are not comfortable with his dogs roaming around on your property. nice...

Actually, I'm not sure he realizes any of us are uncomfortable with them on our property. I think he knows I'm afraid of them and thinks everyone in the neighborhood is out to get him.

I realized something else--he's the only dog owner I ever see without plastic bags in his hand. Where does he think all this poop is going????

I also contacted a city councilman last night about his support of a leash law. I might end up becoming one of those people who speaks at council meetings over this!
