I have a copy of the flag code, and was disappointed at how little I was allowed to officially tsk at. In brief, a flag is a rectangular piece of fabric that has the proper emblem on it. If you put the Stars and Stripes on an ugly prom dress or a toilet plunger, or paint the design on the side of your airplane or bake a cake or what have you, all bets are off. Those aren't flags. Pissed me off.
